For over twenty-three years, the Center for Security Policy has pioneered the organization, management and direction of public policy coalitions to promote U.S. national security. Even more importantly, the Center’s mission has been to secure the adoption of the products of such efforts by skillfully enlisting support from executive branch officials, key legislators, other public policy organizations, opinion-shapers in the media and the public at large.

Under successive administrations of both parties, America’s civilian and military elites have too-often focused single-mindedly on the kinetic terror tactics deployed by al-Qaeda and its affiliates, but ignored the overarching supremacist ideology of shariah that animates them. It is past time for Americans to awaken to the danger posed by shariah and its adherents. We can no longer ignore the inroads made by these forces into Western civilization’s European flank. And we certainly cannot delude ourselves into believing that our homeland will remain immune from their predations as long as we persist in the same sorts of appeasement that have brought our friends and allies across the Atlantic to their present, parlous state.

Since 2007 the Center has been a leader in researching the anti-constitutional and national security threats posed by shariah, and bringing that knowledge to policymakers, the media and the American public. Our work has included the following projects:

Muslim Brotherhood in America:
A Course in 10 Parts by Frank Gaffney
By allowing our attention to be focused exclusively on the danger and prevention of terrorism, we ignore the many other ways we are being attacked. Specifically, we are missing what our Islamist enemies call their ‘civilization jihad’ — a form of warfare that employs manipulative financial techniques, lawfare, infiltration of our civil institutions and government and insidious information dominance. The Muslim Brotherhood in America: The Enemy Within — a 10-part, web-based video briefing is designed to explain why and how this is happening. The Center makes this course available in the hope of encouraging, informing and broadening support for national efforts to defeat the insinuation into this country of shariah’s anti-constitutional and seditious program.
Shariah: The Threat to America
(Report of Team B II)
In the wake of several instances of"homegrown" terrorism in the United States, the Center began calling publicly for a badly needed analysis of the nature of the jihadist threat and our government's response to it. In 2010, the Center for Security Policy Press published its first best seller--Shariah: The Threat to America. It has been among the Center's most important contributions to the national security debate in its 23 years of operation. This path-breaking report was produced under the Center's sponsorship by a remarkable group of top national security practitioners, challenging the assumptions underpinning the official line in the conflict with what is currently euphemistically described as "violent extremism." Drawing extensively on authoritative Islamic texts, interpretations and practices, Shariah: The Threat to America dissects: the totalitarian politico-military-legal program that its adherents call shariah; the jihad they are commanded to engage in to bring about shariah's triumph worldwide; the role of the Muslim Brotherhood in waging a stealth form of such jihad in Western societies, including ours; and the Brotherhood's demonstrable success in penetrating and otherwise running influence operations against our governmental, academic, media, financial and political institutions. Shariah: The Threat to America has been distributed to policymakers, legislators and other influential figures, both here and abroad. In addition, the book's authors and an expanded group of trainers are briefing its findings and recommendations to senior law enforcement, armed forces, intelligence, homeland security and other national security professionals.
Lawfare: The War Against Free Speech
The free speech rights of authors, researchers and journalists writing on Islamic terrorism are increasingly under attack through both violent and non-violent means. Lawfare is the negative manipulation of international and national human rights laws to abolish public discourse critical of Islam and punish anything deemed blasphemous of its prophet Mohammad. Lawfare: The War Against Free Speech describes this phenomenon and gives practical guidance about navigating this new terrain.
Roll Back the Muslim Brotherhood in America
Already, the U.S. government has been engaged in serial acts of appeasement of Muslim Brotherhood fronts and other shariah-adherents. Absent a fundamental course correction, America will go the way of Europe and others before it, succumbing to an insidious totalitarian doctrine known as shariah whose purpose, in the words of its prime practitioners-- the Muslim Brotherhood-- is to "destroy Western civilization from within." Members of Congress and private citizens are striving not merely to halt these and other examples of reckless official "engagement" with the Brotherhood; they are beginning to roll it back. These are their stories.
Shariah in American Courts
In 20101 the Center researched state appellate cases finding 50 representative cases in 23 states where shariah law was introduced; in 27 of those 50 cases either the trial or appellate judge ruled in favor of shariah over constitutional principles or state public policy. These shariah-compliant judgments typically enforcing "comity" with foreign shariah laws have often resulted in a denial of equal protection to American Muslim women or children seeking justice in American courts. The Center's website shariahinamericancourts.com provides extensive and detailed information on the issue.
Shariah Finance Watch
Through briefings, books, law review articles and op-eds, the Center exposed the U.S. government's role in endorsing and encouraging Shariah Compliant Finance (an obvious violation of the separation clause of the First Amendment), resulting in an ongoing lawsuit against the Treasury Department's bailout of AIG--the world's largest shariah-compliant insurance provider. The Center's website shariahfinancewatch.org is the major online resource tracking shariah compliant finance legal liabilities and terrorism finance issues.
Mapping Shari'a
Starting in 2007, the Center helped fund a three-year study, published in the Middle East Quarterly and in Perspectives on Terrorism, of 100 mosques throughout America, to assess the extent to which the mosques made available texts recommending violence, and whether the imam recommended such texts. In 81% of the mosques, texts were available advocating violence, and 84.5% of the the imams recommended such texts.
The CAIR Observatory
The CAIR Observatory is a participatory open-source online research center developed to investigate the foreign funding, foreign direction and domestic political influence operations of the Council on American-Islamic Relations (CAIR) in the United States of America.
